Richard Woonacott: Good afternoon members. Richard Woonacoot with the California Office of Traffic Safety and also the National Association of Governor's Highway Safety Representatives.
Basically to comment on the information that was stated about the Codes data, that was listed on page 28 of the Codes report to Congress, the information that was listed in there versus used versus not used helmets, you're taking a look at the all in-patient victim statistics that are cited in there. They're actually taking a look at effects that when the helmet was used the actual brain injuries and the injuries that were sustained to the individual were significantly more and that's why you're getting numbers that are necessarily skewed.
Also to comment on the GAO report, the forty-seven independent state evaluations of the helmet laws and the repeal attempts, over six hundred pages of documentation. And you have been provided from ABATE with a small sampling of information that is produced by non-industry professionals. We're opposed to the measure and we'd appreciate your nay vote.
Senator Monteith: Excuse me, are you saying we've all received that information, that six hundred pages?
Richard Woonacott: The six hundred pages of information I can provide you . . .
Senator Monteith: But you haven't provided it to us, you've just brought it to . . .
Richard Woonacott: The GAO report has been provided to your staff members and also information to the effect of all of the economic costs.
Senator Monteith: We you to deliver those to us or were we to pick them up, and how . . .
Richard Woonacott: No those were all provided to your staff members, Sir, prior to the hearing.
