Jeff Rabe: My name is Jeff Rabe. I'm with the Modified Motorcycle Association. I handed out this information (holding up a report). It's on motorcycle safety. It's put out by Minnesota Riders Association. On page two, it shows a decline in motorcycle accidents and fatalities to 54% since 1983. They attribute that solely to the rider's education.

On page number nine, they did a study in North Carolina in eight trauma centers. The average cost per motorcycle rider was $15,000. The average cost per motor vehicle driver was $17,000. That's a $2,000 increase to the automobile driver. They indicate a little bit further down here that 48% were covered by medical insurance and they indicate that it is a cost that goes across the board. It's not just motorcycle riders that are underinsured.

And on page number twelve, they have a disclaimer that's in all motorcycle helmets. At the time that this pamphlet was written it was 13 m.p.h. Since then, and Senator Monteith has a helmet, it's been dropped to 5 m.p.h. for a disclaimer.

We would urge this committee to vote in favor of AB-244.
